Express Entry – Skilled Worker Category Eligibility Criteria

  • Be accepted into IRCC’s Express Entry pool.
  • Have a full-time job or offer in a TEER 0, 1, 2, or 3 occupation from an eligible employer with a valid JVA if needed.
  • The job must:
    • Guarantee at least 30 hours per week
    • Last at least one year with potential for extension
    • Pay a salary or hourly wage (not commission)
    • Meet provincial employment standards and wage rates
  • Meet job qualifications, training, and NOC code requirements.
  • If in Canada, have valid immigration status with at least four months remaining on the permit.
  • Intend to settle permanently in Newfoundland and Labrador with family, if applicable.
  • Have sufficient funds to cover living costs, travel, and other expenses.
  • If owning a business stake, ownership must not exceed 10% (except selected Entrepreneurs).
  • Have a Canadian post-secondary degree/diploma or valid ECA.
  • Provide valid English or French language proficiency test results.
  • Score a minimum of 67 points on the NLPNP Point Assessment Grid.
  • Ensure any paid representative is registered and permitted to represent them.

Skilled Worker Category Eligibility Criteria

  • Have a full-time job or job offer in a TEER 0, 1, 2, 3, 4, or 5 occupation:
    • With an eligible employer that has a valid JVA (if no valid work permit or alternate federal authorization).
    • Guarantees a minimum of 30 hours per week.
    • Lasts at least one year, with a reasonable expectation of extension.
    • Compensates with a salary or hourly wage (not commission).
    • Meets provincial employment standards and regional prevailing wage rates (or provincial/national rates if regional data is unavailable).
  • Have the necessary qualifications, training, skills, and/or accreditation for the job, meeting NOC code employment requirements.
  • Be 21 to 59 years old.
  • If residing in Canada, have valid immigration status with at least four months remaining on the permit at the time of NLPNP application.
  • Intend to settle permanently in Newfoundland and Labrador with family members, if applicable.
  • Have sufficient settlement funds to cover living costs, travel expenses, government fees, accommodations, and other incidental fees.
  • If already in the province, demonstrate the ability to establish long-term economic stability, considering factors like family size, relocation costs, savings, assets, liabilities, and expected salary.
  • If owning a business stake, ownership must not exceed 10% (not applicable to selected Entrepreneurs).
  • Applicants with TEER 4 or 5 job offers must submit a valid language proficiency test for the duration of the application process and the permanent residence application:
    • English: IELTS General, CELPIP-General (CELPIP-G), PTE Core
    • French: TEF Canada, TCF Canada
    • Minimum scores equivalent to CLB 4

International Graduate Category Eligibility Criteria

  • Have a PGWP with at least 4 months validity remaining at the time of application.
  • Have a full-time job or job offer:
    • In NOC TEER level 0, 1, 2, 3, or in-demand TEER 4 occupation.
    • Guarantees a minimum of 30 hours per week.
    • At least 1 year in duration with potential for extension.
    • From an eligible Newfoundland and Labrador employer.
    • Paid as salary or hourly wage (not commission).
    • Meets provincial employment standards and regional (or provincial/national) prevailing wage rates.
  • Meet the job’s qualifications, training, skills, and NOC code requirements.
  • Be 21 to 59 years old.
  • Intend to settle permanently in Newfoundland and Labrador with family if applicable.
  • Have sufficient funds for living costs, travel, fees, and accommodations.
  • Demonstrate economic ability for long-term establishment considering family size, relocation costs, savings, assets, liabilities, and expected salary.
  • Ownership stake in the employing business must not exceed 10%.
  • For International Graduate category:
    • Hold a full-time job related to the field of study.
    • Memorial University or College of the North Atlantic graduates may hold unrelated positions if the job requires a post-secondary degree or diploma, is in a TEER 0, 1, 2, 3, or in-demand TEER 4 occupation, leads to career advancement, is in a relevant field with recent experience, and is full-time for at least 1 year with possible extension.
    • Out-of-province graduates must have a job directly related to their field of study and work for a minimum of 1 year in Newfoundland and Labrador before applying.
  • Submit a valid language proficiency test for TEER 4 occupations.

International Entrepreneur Category Eligibility Criteria

  • Age requirement: 21-59 years.
  • Submit a business plan with verified financial documentation by a recognized third-party professional (applicants pay associated fees).
  • Hold a Canadian high school diploma or equivalent foreign credential verified by an Education Credential Assessment (ECA) within the last five years.
  • Intent: Permanent residency in Newfoundland and Labrador while owning and managing a business with significant economic impact.
  • Possess at least $600,000 CAD in unencumbered net assets transferable to Canada.
  • Invest minimum $200,000 CAD or $1 million in equity in a Newfoundland and Labrador business, with ownership of at least 33.3%.
  • Create at least one full-time job for local residents (permanent residents or Canadian citizens).
  • Ensure the business is for-profit, aiming to generate revenue from goods or services.
  • Hold minimum two years’ experience managing and owning a business (25% ownership) in the last five years or five years in senior management in the last ten years.
  • Attain a score of at least 5 on the Canadian Language Benchmark in English or French proficiency (accepted tests: CELPIP General, IELTS General Training, or TEF).
  • Complete an online Expression of Interest (EOI).
  • Receive an Invitation to Apply from the Office of Immigration and Multiculturalism.

International Graduate Entrepreneur Category Eligibility Criteria

  • Age requirement: 21-59.
  • Submit a business plan with verified financial documentation (applicants cover fees).
  • Hold Canadian high school diploma or equivalent foreign credential verified by ECA within the last five years.
  • Intend permanent residency in Newfoundland and Labrador while actively managing a local business.
  • Possess minimum $600,000 CAD in transferable net assets.
  • Invest at least $200,000 CAD in Newfoundland and Labrador business with 33.3% ownership or $1 million in equity.
  • Create at least one full-time job for local residents.
  • Ensure business is for-profit with the primary goal of generating revenue.
