From June 18, 2019, the Caregiver programs underwent changes to provide an easier pathway to permanent residence in Canada.
The Home Child Care Provider and Home Support Worker Pilots replaced the previous programs: Caring for Children and Caring for People with High Medical Needs.
The new programs are occupation-specific. Employees can change employers within the same occupation. A Labour Market Impact Assessment (LMIA) is no longer required, which shortens processing times.
Each program allows 2,750 applications annually; up to 5,500 including immediate family.
Candidates must apply for their Work Permit and Permanent Residence together.
Basic Immigration Criteria (for Employees)
- Work experience under NOC 4411 (Home Child Care Provider) or NOC 4412 (Home Support Worker). At least 2 years required for PR.
- A genuine and valid job offer from a Canadian employer.
- Minimum CLB 5 language proficiency.
- At least 1-year post-secondary education (or equivalent).
Job Offer Criteria (for Employers)
- Offer must be submitted using IMM 5983.
- Full-time job located anywhere in Canada except Quebec.
- Job must match NOC 4411 or 4412.
- Employer must show inability to hire a Canadian citizen or PR.
If you are applying from outside Canada
- Meet all eligibility requirements.
- Family members may need to provide biometrics.
- Translate and certify documents if not in English or French.
- Complete an immigration medical exam when requested.
- Provide police certificates for stays over 6 months after age 18.
- Submit work permit and PR applications together.
- Receive PR after completing 2 years of eligible work experience.
If applying from inside Canada, you must have valid legal status.
Study in Canada – Overview
Canada offers many public and private institutions. To work after graduation, you should study at a Designated Learning Institution (DLI), which allows eligibility for a Post-Graduation Work Permit (PGWP) of up to 3 years.
Start by applying to multiple institutions. Once you receive an acceptance letter, apply for a study permit. Without it, you cannot study in Canada. Check your eligibility here.
Step-by-Step Study Permit Process
- Gather documents:
- Valid passport
- Acceptance letter
- CAQ (if studying in Quebec)
- Proof of funds
- Prepare additional documents:
- Letter of explanation
- Country-specific visa instructions (if applicable)
- Complete required IRCC forms.
- Submit application: online or paper.
- Pay fees: CAD $150 + $85 biometrics.
- Medical exam (if requested).
- Submit passport upon approval request.
- Travel to Canada with required documents.
Proof of funds example (outside Quebec): Tuition + $10,000 (you) + $4,000 (first family member) + $3,000 (second) = Tuition + $17,000.
Proof of funds example (Quebec): Tuition + $11,000 + $5,100 + $5,125 = Tuition + $21,225.
Accepted proof includes bank statements, GIC, loans, tuition receipts, and scholarship letters.
Once in Canada, you may work up to 20 hours per week during studies.
